Xaviar is one of the seven Justicars of the world. He resides in Springfield, Illinois but holds a conclave in New Orleans several times each year. His primary responsibility is the eastern part of the United States, as well as parts of Canada and Alaska. Over the centuries his animal features have caused him to take on a catlike appearance.
